Yes. The center can be a sapphire, a colored lab diamond, a black diamond or a brilliant cut stone instead of the rose cut. It changes the way the ring throws light, since a brilliant flashes where a rose cut glows, so tell Heather which effect you are after and she will quote it.

Can it be resized after it is made, and can it still be returned?

It can be resized, and a 5mm stamped band like this takes about 2 weeks. The catch is worth knowing up front: once a ring has been resized it is final sale and cannot be returned. Because the feather stamping runs around the band, it is better to settle the size first with a wax mold to try on.
